There is an interesting post by Saul Hansell, over at the NYT, about the price of bandwidth. To me it shows how convoluted the entire system is of paying for bandwidth at the ISP level. An interesting point it brings out though is even though bandwidth usage is increasing at the consumer level, the price for the bandwidth at the ISP level is decreasing. There are some decent numbers in the article, so check it out if you get a chance.
